Lower Saucon Township Police say the man who allegedly abandoned a Shih Tzu named Dolly by tying her to the door of North Saucon Animal Hospital -- the dog later broke loose and was killed -- has been charged with animal cruelty.

According to police, Orlando Morales-Concepcion, 37, of the 1100 block of Fritz Drive, Bethlehem, was identified after "numerous tips from the community" were received.

Police say Morales-Concepcion left the dog tied to the door of the animal hospital at 3604 Route 378 about 7 a.m. Friday.

At some point, Dolly broke loose and ran into traffic on Route 378, where she was struck by a car and killed, police said.
