Police: Owner of Puppy Sprayed with Pepper Spray Issued Citation

Police say Dawn Stein of Stonesthrow Road was issued a citation for "Confinement of Dogs" after her puppy went into the road and was sprayed with pepper spray by a passing dog-walker.

A Lower Saucon Township resident was cited Feb. 22 for allegedly failing to keep her dog confined to her property, township police said in a press release Friday.

Police said that Dawn Stein, of the 1300 block of Stonesthrow Road, was issued a citation for "Confinement of Dogs" after her puppy went into the road in the late afternoon.

When a woman who was "walking by with her dog" encountered the puppy, she sprayed it with pepper spray, police said in the release.

Police identified the passing dog-walker as Nancy Santucci, also of the 1300 block of Stonesthrow Road, Lower Saucon Township.

Obviously these people are neighbors. Having just adopted a young dog with little training, I know sometimes they can get away from you. The little guy probably got excited when he saw the other dog passing by and scooted out to greet him. For Ms. Santucci to spray a puppy with pepper spray seems a little excessive. It sounds to me like there may be more going on than this trivial incident. Most dog lovers would guide the loose puppy back where it belongs, not hurt it!

Agreed, overkill by the person walking the dog. Disgusting behavior. Must be a neighbor dispute, which now the township PD has only made worse. The township PD is famous for making a bad situation worse.

I agree where is the citation for the pepper sprayer.

I know this incident happened months ago, but it still bothers me that Ms Santucci would cause so many problems with neighbors. She needs to get a life. I have been neighbors with Dawn and family for over 20 years. They are wonderful people and didn't deserve what happened. Oh and I also agree with the comment made by Stephanie about the TPD.
